Don’t know if it’s the best.. but it’s the one I’ve used for more then a year time:

Curiously enough at the time I left this comment I was still running Tiger, have you installed GPGMail in Leopard ? They only have a beta version in their site for Leopard.
I’m still on Tiger and I don’t plan to upgrade soon.
Moreover, I had to uninstall the GPGMail because I’ve been hitting some problems. Some messages I’ve deleted appear again, and some of them marked as red sometime popped up as new ones again.
This behaviour is documented on GPGMail FAQ with non solution yet… So right now, I thing that Mail.app SUCKS for cryptography…
You can use Textile 2 markup here. The XHTML tags accepted are: a, abbr, acronym, b, blockquote, code, em, i, strike and strong.
